            Delegates Howell and Skinner moves to amend the amendment on page two, section one, by striking out the words “Except in any wasteshed of the state in which one or more mixed waste resource recovery facilities has been permitted” and inserting in lieu thereof the following: “Except within a thirty-five mile radius of a facility that has been permitted and classified by the West Virginia Department of Environmental Protection as a mixed waste processing resource recovery facility”.
